This is an annual survey conducted by the Baltimore Business Journal. Rankings are based on total candidates placed in 2003 with starting salaries over $35,000. APEX Professional Staffing has debuted at #17 on this year's list.

APEX's inclusion on this year's list is particularly exciting as 2003 was APEX Professional Staffing's first full year in operation. APEX was founded in August of 2002 by Jason E. Connors, Michael L. Bender and Brian P. Connors, all Maryland natives.
